Thales is looking for an experienced Systems Engineering Manager (SEM) who will be responsible for the management of work and System Engineering resources in a Bid / Project / Product. The SEM ensures project work executed by the Systems Engineering Group is monitored and controlled in terms of adherence to budget and schedule, risk management, and quality of deliveries. The ability to lead and motivate a team will be key to the success of the SEM.
Key Areas of Responsibility
This role is part of the Engineering Delivery Management roles that are focused on the overall management of engineering activities, including technical, schedule and cost. They manage and monitor the solution engineering activities and the teams and are responsible for the development and deployment of processes, practices and tools for a specific project. The individual will be responsible to ensure alignment between project solutions and Engineering group guidance.

Manage and coordinate engineering teams performing a work package, to conduct all activities to reach completion regarding its technical, industrial, schedule and financial objectives while satisfying the needs of the Program Manager.

Develop and agree to project budgets and scope by estimating costs, setting the agreed budget with the Project Manager, and managing actual and forecast costs against the budget.

Schedule internal activities in coordination with subcontractor activities, including supporting the development of a project Integrated Master Schedule with defined milestones and dependencies.

Define the system development cycle, tailor and document the system engineering process, practices and tools. This may include Agile and Lean methodology depending on the context.

Define resource requirements for the work package and anticipate and communicate resource issues and constraints, internal and external.

Manage scope of the work package ensuring requirements are clear and bounded and desired results are documented.

Review and validate internal and subcontractor plans.

Manage internal and external reviews, including peer reviews as necessary.

Manage timely deliveries to the customer.

Allocate the contractual requirements and track throughout the project lifecycle.

Monitor the engineering activities through project engineering dashboards.

Organize, control and monitor the integration activities.

Ensure an efficient and effective problem reporting process.

Participate in the management of Risks of Opportunities throughout the lifecycle of the project.

Manage the various Engineering Changes Proposal (ECPs) (technical content and impact analysis).

Control and monitor corrective actions as identified through Reviews and Quality evaluations.

Issue the engineering status reports to Project Management.

Ensure timely and accurate reporting of any event that could threaten Schedule, Performance or Cost objectives; and Jointly with Engineering Resource Managers (RM).

Providing day-to-day technical direction to dedicated employees on your project, and supports performance management activities throughout the year.

Coach, mentor, and develop staff, including supporting new employee onboarding; Leads employees to meet the organization's expectations for productivity, quality, continuous improvement, and goal accomplishment; Fosters a spirit of teamwork and unity among department members that allows for cohesiveness, support, and working effectively together to enable each employee and the department to succeed.

Jointly with the Project Design Authority (PDA): Identifies and reviews the technical risks and opportunities and the related mitigation plans throughout the bid or project; When used, establishes and maintains the Key Decisions tree and associated actions; Supports the PDA in preparing the Design Validation (DVa) for submission to the Design Authority (DA) for approval. Approves the main bid / project engineering reviews and deliverables; and Organises when appropriate technical meetings and peer reviews in order to perform the solution or solution element technical assessment and validation.

Lines of Authority: The SEM reports dually to the Head of Engineering Delivery (HoED) and to the Project Manager (PM).

The SEM coordinates with the Engineering Department to assign system engineers, specialty engineering resources, and support functions including Configuration Management (CM) to the project. The SEM has authority to create and retire engineering roles within the project, to modify their team organisation, and to appoint individuals to roles under their purview.

Lines of Communication; The SEM maintains regular communication with the PM and PDA in relation to the key responsibilities specified herein.

The SEM maintains regular communication with the System Engineering Head of Discipline and contributes to capitalization within their discipline

The SEM communicates with Thales subcontractors and suppliers in concert with the PM and the Subcontracts and Procurement function.
- Education: Bachelor’s degree in an engineering discipline or equivalent education with relevant experience.

Experience: 5+ years experience in coordinating system engineering activities and proven experience managing cost and schedule.

Technical/Specialized knowledge: experience with electronic systems.

Certifications: P.Eng. or CET or eligible to obtain P.Eng or CET.

Language: English required.
Preferred Qualifications

Experience: In the defence industry.

Technical/Specialized Knowledge: Lean/Agile methodology, experience with naval systems or/and radar systems is highly desirable.

Tools: Experience with JIRA, Confluence and Power BI is highly desirable.

Language: French fluency would be an asset.
Regulatory Compliance Requirements
- Requires direct or indirect access to hardware, software, technology or technical data controlled under the Canadian Export Control List, the ITAR or the EAR.

Requires a positive Controlled Goods assessment as you will have direct access to hardware, software, technology or technical data controlled under the Canadian Controlled Goods Program.

Required to obtain and maintain a Security Clearance at the NATO Secret Level.
