Supporting the Vision, Values, Purpose and Commitments of Fraser Health:
The Manager, Volunteer Resources and Site/Community Operations is responsible for providing leadership through the management and coordination of administrative and operational activities of the designated health services area including Volunteer Resources, Spiritual Health, and site services such as Porter Services. Leads selected site and community wide projects/initiatives and assists in the optimization and improvement of services/operations including those related to Fraser Health strategic priorities, building capacity to care and quality and safety. Plans and implements programs and services to ensure the development of strategies to maximize the use of space, equipment planning and resources.
Responsibilities:
- Provides leadership through the management and coordination of various administrative and operational activities for the health services area, including those that impact building capacity to care, congestion measures, patient-centered care, quality and safety improvement.

Develops and implements departmental goals and objectives, policies and procedures ensuring the delivery of effective and efficient non-clinical services such as Volunteer Resources, Spiritual Health, Emergency Management and Porter Services to support the goals and objectives for the health services area.

Manages Volunteer Resources by planning volunteer programs and resources in accordance with professional standards, performance expectations and current legislated/contractual obligations; recruits volunteers to match organizational needs and provides orientation and training on the role of volunteers to both volunteers and others in the organization.

Supervises and completes performance evaluations on volunteers and other designated staff; initiates and conducts discipline up to and including the termination processes.

Collaborates and partners with Fraser Health Emergency Management to coordinate the education of the Emergency Operations Centre (EOC) model and disaster plans for the health services area; develops agendas, conducts presentations, and arranges for guest speakers to promote emergency management preparedness and awareness across the health services area; reviews statistics; promotes education and awareness of related online training; prepares agendas and co-chairs emergency management committee meetings.

Leads selected site and community wide projects and initiatives; develops project plans and incorporates change management approaches; develops communication strategies, monitors projects, provides progress reports, and takes corrective action to ensure project objectives are met.

Develops and implements processes for minor and capital funding by liaising with funding sources such as the Foundation, Auxiliary and the Fraser Health capital team.

Develops, implements and evaluates measurable objectives for a quality improvement program for Volunteer Resources, Spiritual Health, and Porter Services which supports Fraser Health's overall service delivery of programs/services; promotes and applies research towards continuous improvement of services.

Develops the annual operating budget(s) for Volunteer Resources, Spiritual Health & Porter Services; monitors activities and ensures expenditures are within approved budget; identifies efficiencies and promotes optimal use of resources, making recommendations for current and future program and resource adjustments.

Prepares or provides statistics and information on workload management, department activity, quality improvement on a scheduled or requested basis; coordinates the research related to volunteer initiatives including collecting of patient experience data; Prepares and submits reports as requested.
Qualifications:
Education and Experience
Bachelor's degree in Social Sciences, Business or health related discipline, plus completion of a certificate in volunteer management supplemented by five (5) years' recent related experience within a large and/or complex acute healthcare organization, including one (1) year in a leadership/supervisory role, or an equivalent combination of education, training and experience.
