Trans-Northern Pipelines Inc. (TNPI) operates regulated pipelines to safely transport the refined petroleum products (gasoline, diesel, aviation, and heating fuel) used by Canadian businesses and consumers every day. These pipelines connect refineries in Edmonton to Calgary, including the Calgary International Airport; and refineries in Nanticoke, Ont., and Montreal to the Greater Toronto Area (GTA), with lateral pipelines to Ottawa as well as to Pearson International Airport and Pierre-Elliot Trudeau International Airport. POSITION SUMMARY
This position is primarily responsible for managing pipeline and facility/station projects from planning to completion. This includes managing the scope, budget, and timeline, as well as guaranteeing quality control and compliance, risk assessment, and project team management. To align project objectives, enhance procedures, and fulfill required standards, the job will collaborate closely with Finance, Land, Environmental, Regulatory, Field Services, and Product Movement.
OEMS
This position is responsible for ensuring that all elements of work conform with all applicable codes, standards, regulatory requirements, and TNPI's Operational Excellence Management System (OEMS), as well as providing feedback on prospective improvements.
Security, Environment and Health & Safety
This role performs their duties effectively, safely, and securely, while also protecting the environment and adhering to TNPI norms and regulations.
KEY RESPONSIBILITIES
Project Management

Project planning, budgeting, design, and coordination for the installation of new pipeline facilities or adjustments to existing pipeline facilities as necessitated by business or regulatory requirements, dealing with third-party issues, or maintaining the pipeline system's integrity.

Oversees project concept selection / scope, design, and execution.

Coordinates and efficiently communicates with a team of resources made up of corporate workers as well as third-party contractors and consultants to complete projects on time, on budget, and with high quality. The job ensures that all applicable industry or corporate standards and best practices are followed.

Responsible for engaging all stakeholders, both internal and external to the company, and getting all approvals, agreements, contracts, and clearances needed to execute the work.

Develops and manages projects within the company's enterprise resource (ER) management solution, maintains project documentation, updates manuals and drawings, and coordinates change management as needed by the project's scope.

Line pipe, stations, right-of-way, corrosion, instrumentation and control, software, and information handling, and environmental are all project areas.
Integrity, Risk, Regulatory, and Crossings Support

Leads or takes part in initiatives to assess the integrity or risk levels of the pipeline and stations.

May assist management in the production of regulatory reports.
Procurement, Agreements, and Business Services Support
-
Determines the need for outside resources to support study and project activity, and involves all stakeholders as needed. The job outlines the equipment, materials, or services that must be obtained in a requisition while adhering to company criteria and standards.

Supports the negotiation of legal, environmental, and access rights and approvals with other project parties. Identify the need for agreements or permits as needed, organize paperwork development, and interact with stakeholders until an agreement is made or a permit is secured. The project manager oversees changing the scope of work to meet any permit or agreement requirements.

Annually submits a list of proposed projects for budgeting, including cost estimates and risk assessments.

Accountable for cost and scheduling management on given projects. Deviations from planned financial performance must be reported to the finance or accounting department, with scope or funding adjusted as necessary.
Design and Engineering

May create or coordinate the creation of plans and studies to discover the best solutions to pipeline and facility challenges. This may include cost estimating, hydraulic or static optimization, pipeline, or facility location selection, drawing preparation, assuring compliance with all regulations and codes, and report and presentation preparation.

May respond to design and engineering inquiries from field services and product movement departments, drawing on specifications, drawings, codes, standards, and best practices.
Administrative, Safety, and Professional Responsibility

Contributes to the development and upkeep of company standards, procedures, and specifications.

Contributes to the creation and updating of engineering drawings and plans.

Participates in safety meetings, team meetings, planning meetings, and emergency response drills, and should visit project sites and field offices as often as feasible.

Diligently reports incidents and the circulation of management of change where necessary.

Maintains detailed files on all projects and assignments.

Maintains good standing with their province's professional regulatory body and always acts in accordance with the profession's ethical guidelines.
EDUCATION AND EXPERIENCE:

A relevant degree in Project Management or Engineering is required. Bachelor of Engineering (B.Eng.) or Applied Science in Mechanical, Electrical, Civil, or Chemical is preferred.
CERTIFICATIONS, DESIGNATIONS OR LICENSES:

A Class "G" driver's license is required, as is a reliable personal vehicle with insurance per Company Policy.

Project Management Professional Certification is preferred.

Professional Engineer is preferred.
TECHNICAL SKILLS & SPECIALIZED KNOWLEDGE EXPERIENCE:

MS Office, MS Projects, Project Controls, and Project Management Experience are required.

Experience with petroleum plant and pipeline projects is preferred.

Knowledge of CSA-Z662, CER Onshore Regulations, is preferred.
TRANSFERRABLE SKILLS & COMPETENCIES:

Experience with a track record of effective implementation in a multi-discipline team context is required.

Non-Authoritative Leadership (NAL) skills are essential.

Techniques for risk assessment are required.

Required knowledge of applicable industry codes, standards, and practices.

Must understand and demonstrate Journey to Zero principles and standards.

Ability to discover and implement “fit for purpose” solutions as necessary.

Pipeline operation and maintenance are preferred.

Experience with the use of Business Controls on projects is preferred.
YEARS OF POSITION RELATED EXPERIENCE
